Dr. Leo O. Noragbon, M.D. – Willow Oak Medical Director, Board Certified Psychiatrist
Dr. Leo Noragbon is a board-certified psychiatrist with over 20 years of experience in the field, specializing in forensic, adult, and geriatric psychiatry. He graduated from the Morehouse School of Medicine Psychiatry Residency Program in 2007, followed by completing a Geriatric Psychiatry Fellowship at Emory University in 2008. As the Medical Director at Willow Oak Community Behavioral Health Center, Dr. Noragbon leads a dedicated team of Mental Health Nurse Practitioners, ensuring a collaborative and supportive environment for our clients. His commitment to patient-centered care and his extensive expertise makes him an invaluable asset to our agency and the community we serve.
Cecelia Dixie
Cecelia Dixie - Willow Oak Clinical Director, Licensed Clinical Social Worker (LCSW)
Cecelia Dixie serves as the Clinical Director at Willow Oak, bringing over 20 years of clinical experience in the social work profession. Her extensive expertise enables her to effectively supervise all clinical staff and interns, ensuring high standards of care and professional development within the team.
Cecelia earned her Doctor of Social Work (D.S.W.) from Walden University in June 2022. She holds a Master of Social Work (MSW) from the University of South Carolina, Columbia, which she completed in May 2006. In 2014, she obtained her Licensed Clinical Social Worker (LCSW) credential, further solidifying her clinical qualifications.
Cecelia is also committed to professional development and leadership. She completed a Supervisory Skills for Success certificate in 2015 and obtained a Master’s Certificate in Business Management in 2014. Additionally, she has demonstrated her expertise in leadership and management by earning a Leadership/Management Certificate from the DBHDD Office of Learning and Organizational Development Management Academy in 2015.
In 2004, Cecelia authored and published “A Root Out of Dry Ground,” showcasing her commitment to contributing to the field of social work and mental health. Her comprehensive background and dedication to excellence make her an invaluable asset to our agency and the individuals we serve.

Stacie Currie is Willow Oak’s Intake Coordinator & Assessor. She has a MA degree in community counseling from Clark Atlanta University. Stacie is an experienced behavioral health professional, with exemplary skills providing compassionate and evidence-based therapeutic interventions, person centered treatment planning, case management and utilization management.

I pride myself on not only being a good therapist but being welcome to all people or concerns. I have been practicing since 2010 in a varied number of styles & areas. I have worked with children, teenagers, adults, and families. I have experience working with anxiety, depression, bipolar disorder, and other symptoms. My style is mostly based on Cognitive Behavioral Therapy, Solution-Focused, & Narrative therapies. I received my Masters in Social Work from UNCW. As the client, you are the boss & decide where we go. You are the only expert on your own life. My job is to assist you in being happy & healthy. I look forward to working with you soon!

Karmecia Deloach is a National Certified Counselor. She received her Bachelor’s Degree in Psychology from Columbus State University and Master’s Degree in Clinical Mental Health Counseling from Georgia Southern University. During her practicum and internship, Karmecia served families with children/teens who experienced prolonged distress and crises through a program called Intensive Family Intervention in Savannah, Georgia. Karmecia has experience working with individuals from various backgrounds/cultures and of all ages and is open to providing guidance to anyone willing to put in the effort to improve the quality of their lives. Her specialties include working with individuals/families who struggle with trauma, depression, anxiety, mood disorders, and learning new skills to cope with life’s stressors. Her greatest passion in life is to see others take control of their lives and steer their own happiness. She practices from an integrated approach of Motivational Interviewing, Person-Centered Approach, Cognitive Behavioral Therapy, and other holistic approaches depending on what the individual needs.

Tondalaya is a skilled Psychiatric Mental Health Nurse Practitioner at Willow Oak Community Behavioral Health Center. She earned her Master of Science in Nursing from Chamberlain University in 2019, followed by a specialization in Psychiatric Mental Health Nurse Practitioner in 2022. Tondalaya provides comprehensive mental health care, utilizing her expertise to foster healing and support for her patients. With a compassionate approach, she is committed to addressing the diverse needs of the community and empowering individuals on their journey to mental wellness. Tondalaya is proud to be part of the Willow Oak team, where she works to make a positive impact on the lives of those she serves.

Karen Irwin-Copeland - Nurse Practitioner (NP)
Karen Irwin-Copeland is a highly qualified Psychiatric Mental Health Nurse Practitioner at Willow Oak Community Behavioral Health Center. She earned her Master of Science in Nursing with a specialization in Advanced Practice Psychiatric Mental Health from Georgia State University in 2020. Prior to this, she completed her Bachelor of Science in Nursing at Clayton State University in 2011.
As a board-certified Psychiatric Mental Health Nurse Practitioner (PMHNP-BC), Karen provides comprehensive mental health care. She plays a crucial role in supporting the mental well-being of her patients while also supervising and mentoring the lab technician and LPN at Willow Oak. Karen’s commitment to excellence in mental health nursing, combined with her extensive training and experience, enables her to deliver compassionate and effective care to those she serves.
